Answer From The Annual Reading Schedule - Week 20 Notes For Exodus: Had horns. In Hebrew of Exodus 34:29, it says, קָרַן עוֹר פָּנָיו which means literally, "had horns skin face". Although traditionally this is translated as "skin of his face shone", the Ancient Hebrew Research Center Revised Mechanical Translation translates this as, "skin of his face had horns". This is the same word "horns" as in Psalms 69:31, so it must be accurate. It is possible that literally they saw horns on Mosheh's face, or that this is a Hebrew phrase meaning that He looks mighty since horns (e.g. horns of an ox) are associated with "mightiness". We can see this even in the Hebrew letter Aleph which in Ancient Hebrew is "Al" and is the picture of the head of an ox that has horns. The Hebrew letter Al is the first letter in the word "El" and "Elohiym", among other words. Elohiym means "Mighty Powers", so perhaps saying the skin of his face had horns is a Hebrew way of saying he looked powerful because of the shining of his face.
